CALL TO ORDER AND OPENING PRAYER

 

Chairman Lanpher called the meeting to order at 8:45 AM and Norm Arnold offered the opening prayer.

APPROVAL OF MINUTES OF JANUARY 6 AND JANUARY 15, 2010 RESIDENTSÕ COUNCIL MEETING AND SPECIAL COUNCIL MEETING AND APPROVAL OF AGENDA FOR TODAY

 

On motion duly made, seconded and unanimously passed, the Minutes of January 6, 2010, and the Minutes of the Special Meeting of January 15, 2010, were approved as submitted.

 

The chair made some editorial changes in the agenda.  A motion was made, seconded and the agenda was accepted.

 

STAFF REMARKS

 

PETER DYS

 

Dr. Dys, with approval of the chair, asked to handle the items under Old Business. He welcomed the new Council Representatives. He also stated it is a privilege to have the relationship staff has with the Board and congratulated Representatives on their hard-fought campaign in winning this position. Dr. Dys reiterated the fact that we are Representatives of the buildings, not of ourselves. ÒAll have individual feelings but the success of the Council has always been tied to the ability to think of the forty, fifty, sixty or whatever number of people that are represented by your building and is a wonderful voice for our residents and is a privilege for Management to work with you on those issues,Ó he said. He then urged the Representatives to call if there any questions that need to be dealt with. Management will do their best to respond.

 

Dr. Dys gave an update for the occupancy report.  Units occupied and drawing revenue is about 93% and holding steady. Units sold, however, are at about 98% which is the challenge. These people are waiting for their house to sell. This is one of the reasons Shell Point is holding Open Houses. The one next week is very important. There are people that are just waiting to make a decision and they want to get a feel for the lifestyle. Dr. Dys stated he appreciated residentsÕ willingness to let these people see some of the activities theyÕre involved in.  Assistant Living facilities remain virtually full. Skilled Nursing is also running about 184 – 186, which has held constant.  Mr. Dys saw a state report recently and said the average occupancy for a life care community in Florida is 84% thatÕs drawing revenue.  There are only ten facilities that are over the occupancy level of 90%.  He also stated that other than Òsin cityÓ Ft. Myers has the highest foreclosure rate in the country. Coupled with unemployment at 14% he is pleased Shell Point is holding on at 93%.

 

Mr. Dys offered feedback for a number of issues:

 

á     Tenants insurance: After many conversations with Shell PointÕs insurance people, he found the following: Shell Point cannot recommend an insurance company, and canÕt insure since they are not a broker. However, there is another meeting scheduled for March 4. In the interim, if the resident knows the dollar amount of coverage desired and the insurance company they wish to use, they are to call Keri Perkins at 454-2190 and relay that information to her. She will then call the insurance company for the resident and answer all the questions the insurance company must have concerning the apartment.

 

á     United Way: Dr. Dys is very proud of Shell Point. As of February 2, a total of $49,903 has been raised for their campaign toward the goal of $ 50,000.

 

á     FineMark Bank: FineMark is happy to be in Shell Point and Shell Point is pleased with them. According to Mr. Dys, they are one of a few banks today that put the customer first. However, they are noting that the traffic flow is practically non-existent between 4:00 and 4:30. FineMark is inclined, with agreement, to close the office at 4:00 so they can close their books for the day and not be here until 5:30 to 6:00 at night.  Chairman Lanpher asked if there was any response to this request. He said, ÒSilence sounds positive.Ó Mr. Dys will relay that information to FineMark.

 

á     Court Chats: Mr. Dys also expressed appreciation for the participants in the court chats for the new construction of the Rehab and Administration buildings at the Pavilion. As a result of those chats, he announced the cash and pledges as of Monday are $ 577,000. There is an additional $ 25,000 designated for equipment. There will be a mailing to all who were not at one of those meetings. He asked the Council to take the packet of envelopes for their court and place them in their internal mail boxes. In addition, next week, channel 13 will have a ÒchatÓ televised all week.

 

á     Contributions to the Haiti Fund: Residents have been so generous to address this need. There was a chapel service for some of the employees and a psychiatrist was brought in to alert staff to what people go through in these situations. Chapel services were held four times in one day and were immensely appreciated by the employees. Mr. Dys reported residentÕs gifts totaled $ 23,960 as of yesterday. He also said there would be no sending of cash. The concern is there is too much between here and there to be sure the cash would be used appropriately. This money will be used for those going back to Haiti as well as some of the survivors who will be coming back here. The employee may need help with providing for their relative who has nothing.

 

á     Bike Rodeo: The last update is on the Bike Rodeo which is 99.5% done. The results: Removed 19 bikes, registered 87 bikes, removed 140 names of those no longer with Shell Point.  The staff expresses appreciation for the CouncilÕs help in this endeavor.

 

Mr. Dys announced that an invitation will go out shortly for the Council Representatives and their guest to have dinner with the Board of Directors on February 18. If you not able to attend, please send your Alternate.

 

Questions to Mr. Dys from the Council:

1.     Can Channel 13 be made available to Palm Acres?

            Answer: We will check into it.

 

2.     Will there be a way to measure progress on the raising of money for the Pavilion buildings?  

            Answer: Yes, we may be installing some type of chart or ÒthermometerÓ by the     front gate to track the progress.  We will also use SPTV and Shell Point Life to    provide these updates.

 

 

STEVE MINNIEAR

 

Mr. Minniear announced the hospitals seem to be full of flu cases. Thus, these may not result in Medicare patients coming to the Pavilion.  He also announced a new Nurse Practitioner, Melissa Grubbs, began work at the Pavilion this week. She will be working primarily with Dr. Nesselroade. SheÕll do some work in the Medical Center, but Dr. Hirchak is still looking for additional part time help in the Medical Center.

 

The staff is excited to see the rehabilitation building start. Mr. Minniear has also seen the footprint of the new Administration building and he is excited about the fund-raising for it as it will be a wonderful front door for the island community.

 

Mr. Minniear closed by mentioning the Haiti employees. He said their approach is to rejoice while grieving, which is different from what he might do. He stated his appreciation for the residentsÕ support for these lovely, hurting people.

 

BOB SOUTHERN

 

Mr. Southern gave an update of progress on the construction site of the new Pavilion buildings. He said folks have been very good about staying out of the areas enclosed by construction fences. He said the bulk of the disruption should be finished in about six weeks. Once the site work is done, the work will be inside the building fences.

 

Phase one was to create a retention pond. It is now completed. Phase two was to install pipes to carry water to the retention pond. Now they are in the process of reinstalling the curb, sidewalk and road that was torn up for this phase. Landscape and irrigation has been started and should be wrapped up by February 10. Mr. Southern said they are working to put the road back together for the February 11 Open House. Phase 3 will be more difficult.  In order to raise the grade, they will need to close the road on the 15th. Notices will be sent out to relocate all resident parking in the area. This phase should take about two weeks. Phase four will be raising the grade and installing storm drains, etc. by the East stack and to the North of the stack. This should take about ten days, and will be finished up in mid March.

 

The old Administration building has been torn down, and underground work is now being done at that site. The goal is for completing the underground work is March 10. A construction fence will go up soon around the Rehab Building site. Construction on that building will start shortly after.

 

Lastly, Mr. Southern mentioned he would have to use the area across from the chiller plant as a staging area for construction vehicles, equipment, etc. They will keep the area as clean and neat as possible and use the area for no longer than is absolutely necessary. He would appreciate everyoneÕs understanding during this process.

 

Question: Will the sidewalk stay open around the perimeter? Answer: Yes.

 

Chairman Lanpher then conducted a test. All members of Council were asked to raise their hands and point North, since Mr. Southern stated he used Turban as his base for directions. Everyone cooperated and passed the test!

OLD BUSINESS

 

Chairman Lanpher reported that the combined United Way and Employee Emergency Fund giving reached $73,863 within one month.   Residents are commended for their generosity.

 

NEW BUSINESS

 

The Chair is working on a Chair for the Employees Christmas Fund. HeÕs willing to take applicants.

NEXT MEETING DATE

 

The next meeting of Shell Point ResidentsÕ Council will be held Wednesday, March 3, 2010, at 8:45 AM in the Social Center on the Island.
