• ANNOUNCEMENTS & CHAIR REMARKS

Dr. Lanpher wished everyone a Happy New Year and welcomed all Court Representatives, old and new, and expressed his thanks for all the Court Representatives and their ability to be of service to the residents of Shell Point for another year.

Two distributions were made to be inserted in each Court Representative Handbook: New organizational chart and updated list of 2012 Court Representatives.

In addition, each Court Representative received a notice and several announcements to be posted on the individual Court’s bulletin boards.

Ted Rodgers of Palm Acres reminded all those distributing notices for posting that Palm Acres does not have bulletin boards and 22 copies of each such distribution should be delivered to Mr. Rodgers for placing in the individual mailboxes.

• APPROVAL OF MINUTES

OF DECEMBER 7, 2011, RESIDENTS’ COUNCIL REGULAR MEETING AND APPROVAL OF AGENDA FOR TODAY

On motion duly made, seconded, and unanimously passed, the Minutes of the Regular Meeting of Shell Point Residents’ Council of December 7, 2011, were approved and amended as follows:

On motion duly made, seconded, and unanimously passed, the Minutes of the Meeting of Shell Point Court Representatives held December 7, 2011, for the purpose of electing Officers were approved.

The Proposed Agenda for the Residents’ Council Meeting for January 4, 2012, was previously distributed to each Court Representative and was adopted on motion duly made, seconded, and unanimously passed.

Dr. Lanpher then introduced Jodi Phillips from United Way who presented an award to Shell Point for its very generous contribution of $90,000 to the United Way in 2011. Ms. Phillips recognized the caring and commitment of the Shell Point residents.

Ms. Phillips reported that approximately 300,000 people were helped last year by United Way, supporting seventy (70) agencies in Lee, Hendry, and Glades counties.

In April/May of 2012 United Way will begin its Allocation Process and is inviting any Shell Point resident to participate not only in this activity, but also as a volunteer for United Way. For those residents having an interest, please telephone Jodi Phillips at 433-2000 Extension 227.

In closing, Ms. Phillips once again sincerely thanked the residents of Shell Point for their generosity.

• STAFF REMARKS

STEVE MINNIEAR

Mr. Minniear wished those present a “Happy New Year” and thanked the Court Representatives for their willingness to serve and be a part of this group. Copies of the Morning Assurance Reports were distributed to the Court Representatives.

Census Report: Currently the Pavilion has 174 residents (33 of whom are Medicare patients); Arbor - all units are occupied; King’s Crown has one opening at this time.

Mr. Minniear thanked all the residents who so generously contributed to the Employees’ Christmas Gift Fund. This gift made Christmas very special for the Shell Point employees and they are very thankful for the residents’ generosity.

Congress delayed for two months the anticipated 27.5% reduction in physician reimbursement fee schedule that was supposed to occur at the first of the year.

Adult Day Care Center update: The actual survey by AHCA did occur the Thursday before Christmas. Hope Hospice expects to hear from them within a 2-3 week timeframe. As soon as additional information about the licensure approval, opening dates, rates, etc. is available, Mr. Minniear will send out a Program Highlight so that every resident is aware of the specifics when that will open.

Attention was directed to this month’s Shell Point Life which has wonderful articles regarding the Rehabilitation Center which many of you so generously donated funds to build. It is inspirational to see the good works that the folks do at the Pavilion and also to see the by-product of the effort by residents who donated the money to build the Rehab Center. Residents are encouraged to read these articles.

A Health and Wellness Expo is being held this Friday, January 6th, from 10:30 a.m. – 1:30 p.m. at the Village Church. There will be numerous vendors as well as representatives from many Shell Point Departments related to Health Care. There is an article about this Expo in this month’s Shell Point Life. Residents were encouraged to come to the Expo.

RITA SOUTHERN

Mr. Minniear introduced Rita Southern who has been with Shell Point for 25 years! When Shell Point decided to change the Country Inn & Suites to an assisted living facility, Mr. Minniear told the Board that there was not anybody he would want to be responsible for that operation more than Rita Southern. She knows assisted living inside and out; she is passionate about assisted living.

Rita Southern announced that this is an exciting time at The Springs. Currently renovation construction is winding down; the construction crews are backing out and furniture and accessories are being loaded into the facility. Shell Point is awaiting its Certificate of Occupancy and it is anticipated that will be achieved by January 11-12. Upon receipt of the Certificate of Occupancy, Shell Point will move forward with its Application for Licensure from the Agency for Health Care Administration. That can take up to 60 days, but it is believed it will take 45 days which will put the first residents moving into The Springs, hopefully, by the end of February.

Currently there are 125 names on the “interest list” of people outside of Shell Point – folks who have come forward to say they would like to take a tour or would like more information and they are in the market for assisted living. These are family members looking on behalf of their parents/loved ones; folks who want to directly buy in to assisted living on a private pay basis.

There have been a number of Shell Point residents who have inquired if they will be able to move to The Springs if the Arbor is full and/or if King’s Crown has a waiting list. The answer is: maybe; perhaps!! We currently do not anticipate Shell Point residents moving to The Springs, however, Mr. Lochridge has discussed this and we will continue to review this as an option.

Ms. Southern stated that as Shell Point residents, each individual has a certain level of expectation of services and support. She does not believe that those expectations would necessarily be met by moving to The Springs. The units are a bit smaller; there is not the same level of amenities and services that are currently available at either the Arbor or King’s Crown. It is still the same strong quality of service of Shell Point assisted living. Ms. Southern believes very strongly and passionately about Shell Point’s commitment to delivering good care. The Springs is a more economical version of assisted living; this is going to be a building that will not have near the amenities or services that King’s Crown or the Arbor are making available. When a Shell Point resident inquires about moving to The Springs, Ms. Southern’s response is: “I don’t know why you would want to do that!”

The wait list at the King’s Crown is progressing. The waiting list is not 2-3 or 10 years. It is not nearly that long. There are folks who put their names on the waiting list and they turn around and move in within a couple weeks, if not a month. There will be assisted living accommodations at either the Arbor or King’s Crown, wherever there is space available. It may not be the size of apartment that a resident is eligible for, but it will be the ability to move into assisted living.

Ms. Southern does not believe that Shell Point residents will be inclined to distance themselves from the rest of the community by going down the street to The Springs.

Shell Point residents will have a chance to visit The Springs. Please do not do that before January 31, 2012. The Springs is currently in the midst of numerous inspections and we can’t have Shell Point residents meandering into the building during these inspections.

There will be a Shell Point Open House at The Springs on January 31, 2012. Shell Point buses will be running on a continuous basis for the following schedule:

WOODLANDS 8:00 a.m. – 11:00 a.m.
EAGLES PRESERVE 11:00 a.m. – 1:00 p.m.
THE ISLAND 1:00 p.m. – 4:00 p.m.

If any residents cannot get to The Springs during an assigned time, they may drive. There is plentiful parking, but not for all residents at the same time.

Shell Point has commitments/reservations for The Springs that are tied to deposit checks from four people and perhaps another 2-3 in the next couple days.

The Springs will have 105 apartments, some of which are very comfortable for couples. The license applied for will be 135 people.

Shell Point does not advertise for assisted living at King’s Crown or the Arbor; there is no space available for the private pay market. Typically, if interested persons who would be private pay find there is no space available at King’s Crown or the Arbor, they go elsewhere. Now we have The Springs and they can go to The Springs. We do not make units available to the outside at either the King’s Crown or the Arbor in advance of making sure that our Shell Point needs are met. People from the outside can get on the waiting list for King’s Crown and the Arbor, but the waiting list for the Arbor is very, very long.

The Springs residents have no guarantee of care at the Pavilion. If they have hospitalization, the nurses from The Springs will monitor their progress and coordinate discharge planning with the hospital. If there is a bed available at the Pavilion, they will be able to come to the Pavilion and pay privately or they would access their Medicare benefits, whichever is applicable. If there is no bed available at the Pavilion they then go to another rehab center anywhere in Lee County and then they would return to The Springs once they have rehabbed and improved.

An Assisted Living Open House and Health Fair will be held on Saturday, January 7th from 10:00 a.m. – 3:00 p.m. to explore Shell Point’s assisted living options. This is open to the general public and is not intended to be a Shell Point resident open house. However, if there are residents who have family visiting and wish to attend, please do so.

SCOTT MOORE

With permission from Paul Yacovitch to do so, Mr. Moore was able to report the following:

Paul Yacovitch was not feeling well about 3 weeks ago and had a test which resulted in a quintuple bypass surgery 15 days ago. He is up to walking ½ - 1 mile per day. He is missed desperately. Anything a resident would have talked to Paul about, please now talk to Kerry Perkins at the Call Center who will get the resident to the correct manager. For maintenance needs, talk to Sean Griffiths; Tony Arias on the Island is the Property Manager which includes Housekeeping and Mary Janser can be contacted for Woodlands and Eagles Preserve Housekeeping issues.

Paul commented that he felt like there was a blanket of prayer on him through this entire procedure and appreciates all of the support from everyone here at Shell Point. Throughout this whole process, Jerry Ingalls and other volunteers from Shell Point have helped create a more comfortable environment for him to get through this difficult process.

Mr. Moore would like to dispel the rumors regarding closing of all the pools at Shell Point. The pool at the Health Center will not meet Code as of 2013 due to the filtration process in the pool. Three of our other pools do not have this filtration issue and one of our pools is 40 year old. As a result, the situation is being looked at and future plans, including a possible aquatic center, will be reviewed. All of the pools at Shell Point will be reviewed, but not be closed. No details are currently available, but as soon as they are, the information will be provided to residents.

Responding to an inquiry from a Court Representative, Mr. Moore explained that the situation at the pool at the Health Center involves the filtration system and the re-introduction of water into the pool. As it is now, the draw of the suction at the bottom of the pool could actually harm children if they were to get close to the drain and they could become stuck. This situation does not apply to adults, but to small children and to meet the new Code, renovation will need to be done.

The jury is still out on the resident rosters and whether it can be provided digitally or not. Within the next week or so there will be a meeting to determine what we can say; how we can say it; how that can be communicated, and then Mr. Dys will present the results of that at the next Resident council Meeting. Lowell Schulz suggested that whatever is done regarding the pictorial directory, that we do it the cheapest way possible and not spend a lot of money. Mr. Moore stated that those who want it would pay for it.

The Suzy Q will not be operating this season (2012). No resolution or solution can be reached at this time. Shell Point will ultimately have some resolution in the future and will work out any bugs. Mr. Moore did correspond with Congressman Connie Mack advising him that this situation is ridiculous, bureaucratic and requested a talk with him to explain the situation. It is hopeful that Congressman Mack will intercede. To date there has been no response, but with the holiday season, that is understandable.

CHAIRMAN LANPHER

Chairman Lanpher asked all Court Representatives to open their Handbooks for Court Representatives and turn to Tab 2 – Bylaws of the Shell Point Residents’ Council, Article IV– Representatives, Section 4-3 – Duties. Court Representatives should review these duties carefully. Please note subsection T) Assist with the Morning Call Assurance program when requested. “When requested” means when some part of the system breaks down and they are not able to take care of it from the central location, the Court Representative will be called upon to call the people in their Court to make sure everything is okay. Dr. Lanpher stated that he had never been called upon in this regard.

Dr. Lanpher then referred the Court Representatives to Tab 5 – Call Center Procedure for Residents and Court Representatives. This relates to procedures residents should take with regard to dealing with items that relate to their apartments. This is very carefully outlined for Court Representatives. This is the procedure which should be followed. Items relating to the Court building or area are items that the Court Representatives should be taken care of. That eliminates bringing many items to this meeting here. This meeting should be utilized to take care of matters that cannot be taken care of by Court Representatives otherwise.

It was reported that on New Year’s Eve, a resident had difficulties obtaining access to the Social Center because of it being locked, opened, and then locked again. In such cases, please call the 24-hour Call Center at 454-2190, including holidays. Scott Moore stated that it has been set up when Resort Services know something should be unlocked for a function, they communicate with Security and the Call Center. Those three entities should now make sure things that should be unlocked, get unlocked, and remain unlocked.

Megs Singer inquired if it is generally perceived that parking issues should always be brought to the attention of the Court Representative and should not be handled individually. Residents should contact their Court Representatives if they need or want to have their parking spaces relocated. The Court Representative will arrange with Shell Point staff for the change, if possible. Ms. Singer stated that this matter should be set forth more clearly in the Resident Handbook so that people are not fighting over parking spaces without the Court Representatives knowledge.

There was a discussion regarding staff advising Court Representatives that the numbers on the parking spaces were going to be changed in approximately 90 days. Instead of the apartment number on the space there would be another number which would make it easier to re-assign parking spaces if needed. Based on ambulatory needs, numbers are changed around.

Russel Peters stated that he wants to be involved in changing the parking spaces because the staff making decisions does not know whether the resident is handicapped or not. Parking spaces closer to the building should be reserved for the handicapped. Staff should not make decisions regarding changes in parking spaces without first checking with the Court Representative.

Mr. Moore stated that the involvement of the Court Representative with parking and parking assignments is extremely valuable for staff and he hopes that the Court Representatives continue with their interaction.

• REPORTS OF THE REPRESENTATIVES OF COURTS, KING'S CROWN, ARBOR, AND PAVILION

Ted Rodgers of Palm Acres expressed great concern regarding the use of golf carts and other mobility devices. Currently there has been a multiple increase of safety issues with mobility devices because the drivers of these vehicles are not always complying with the rules of the road. Examples include exiting out of parking garages of midrise and high rise buildings from entrances instead of exits. An additional problem is riding in the wrong lanes on Shell Point Boulevard thus creating problems for Palm Acres residents driving automobiles and not expecting vehicles in the wrong lanes. Mr. Rodgers made a plea for the safety of everyone.

Jerry Nanfelt, representative for the Larsen Pavilion, extended an invitation to the Shell Point Residents Council members to attend the Pavilion Auxiliary Annual meeting to be held Thursday, January 19, 2012, at 2:15 pm in the Village Church. Please pick up your free tickets at any service desk at any time. The theme of this meeting is “The Magic of Volunteering”. There will be a magic show, refreshments, and other surprises. Plan to come and have lots of fun. A written invitation has been distributed to each Court Representative.

Jerry Nanfelt submitted a copy of the Larsen Pavilion Resident Council Meeting, Notes from December 1, 2011, a copy of which is attached to these Minutes.

Tom Timothy, Court Representative for Lucina, advised that the garbage dump chute doors on each floor need to be fully latched after each use. In the event of fire, the fire can run up the chute and onto the floor that has a partially open door. Mr. Timothy requested that small signs advising that the door needs to be latched securely after each use be made and attached to each garbage chute door directly above the “permissible time to dump” sign. If there are doors with rust, grease should be applied to make the door close more easily. This matter should be addressed by maintenance employees.

Carol Ann Ormes mentioned that recently two bicycles were stolen from the second floor garage at Parkwood. Using locks on bicycles is not mandatory, but would be common sense to have locks. Call 2190 to have bicycles removed if they appear to have been abandoned.

• OLD BUSINESS

Employee Christmas Gifts. Chairman Rockstroh presented his final report regarding the 2011 Employees Christmas Gift Fund. A record $335,000 in total gifts from the Shell Point residents was received in 2011 as compared to $331,000 in 2010 and $320,000 in 2009. Eight hundred ninety-five (895) employees received gifts, an increase in 25 from the previous high. A total of 43% of the employees received the maximum amount. Full time employees who were credited with at least 1900 regular scheduled hours received $510, a slight increase over the maximum of $500 received the previous two years. Employees who worked fewer hours during 2011 received a prorated amount calculated by a computer program.

There were 1017 gifts from residents; the average gift being $335 with a range from $20 to $4,000. The Committee Chairman expressed gratitude that 73.7% of the units at Shell Point, including assisted living residents, participated. Please contact Mr. Rockstroh with any questions.

• SUGGESTIONS FOR THE GOOD OF SHELL POINT

Janet Medina, representing Rosemont, completed her step-by-step experience regarding her 10-12 year apartment makeover, a copy of which is included among the Council records. Any Court Representative desiring a copy may contact Janet Medina by email and request a copy.

As of January 4, 2012, an updated list of email addresses will be emailed to all Court Representatives from Joyce Heckber.

Megs Singer, representing Tellidora, requested that the information should be more widely circulated that openings in our assisted living facilities are offered to the general public when all those who have expressed interest within our community have turned down the opportunity.

Ted Rodgers, representing Palm Acres, addressed the matter of golf cart parking near the Bank. Since the relocation of the entrance to the Salon, there has been an increase in the use of the golf cart parking area. Several driving problems have arisen, including (1) visibility along the paved path from the lower level of Cameo to the Bank area is becoming obscured by large, lovely shrubbery bushes. These bushes have recently been trimmed, but they still are obstructing the drivers’ vision; (2) At the top of the incline it is difficult to see someone coming from the north side of the Resident Activity Center; and (3) drivers are ignoring the arrows directing entrances and exits to the parking area. The arrows may be blocked by more shrubbery which, at the present time, may need to be relocated or removed.
