OF SEPTEMBER 7, 2011, RESIDENTS’ COUNCIL REGULAR MEETING AND APPROVAL OF AGENDA FOR TODAY

On motion duly made, seconded, and unanimously passed, the Minutes of the Regular Meeting of Shell Point Residents’ Council of September 7, 2011, were approved as submitted.

The Proposed Agenda for the Residents’ Council Meeting for October 5, 2011, was distributed to each Court Representative, and was adopted on motion duly made, seconded, and unanimously passed.

• STAFF REMARKS

SCOTT MOORE

Update Shell Point Security System:   Mr. Moore stated that Shell Point has been weighing the benefits of outsourcing security operations for several months and has been as transparent as possible with the security team leading up to the approval of the plan by the Board of Directors in September. The decision has been made to outsource security operations to a professional security company Securitas—the A-Team of Security. Shell Point’s security team was notified prior to bringing this information to the Council. It is important to understand that the main consideration given throughout the decision process was how outsourcing would affect the Shell Point security staff. Shell Point’s goal from the very beginning has been to make certain that each incumbent security officer would have the opportunity to train for Securitas without the loss of pay or benefits. It is Shell Point’s hope that each and every one of the team will make a successful transition to Securitas if they wish to do so. Group and individual meetings are forthcoming as part of the transition plan. It was important to make certain to cover all bases, answer all the questions, and provide pertinent information to the staff so that everyone can make informed decisions. Anyone on the team desiring to transfer to Securitas must meet the hiring requirements. One of the requirements is obtaining a Class D License. The Securitas team is bonded and insured and has to have the Class D License. Shell Point will be paying for the administrative fees to ensure certification by our current team members. The specifics of Securitas’ hiring requirements are being covered by a Securitas representative and the move to outsource the security function will enable us to benefit from greatly improved security technology of systems.

Because of the global reach of Securitas, staff that chooses to transfer to that company and meet all of the hiring requirements will be provided with a new professional, security-oriented working environment and an increased potential for upward mobility within the security field. This is a win/win situation for those involved and Shell Point needs to provide the best security possible for its residents and also to provide the best security opportunity for those folks wishing to get into the security field.

The Securitas main point person will report to the Shell Point Property Manager.

There are dozens of benefits to Shell Point: to insure roving electronic devices at remote locations when they pass the bar code; communication devices and logging devices where security staff can immediately electronically log in reports as they happen; some monitoring and video surveillance that comes as part of being tied in to Shell Point’s Call Center. Other than security camera capabilities through the internet, it has nothing to do with internet security.

The Security officers will have the exact same job descriptions they had previously.

Although effective October 3, this Plan will take 60 days to make the transition due to the ongoing education program that the Security officers are a part of. Certificates that are earned and Securitas’ systems and training are truly designed to have people advance in the security industry. There is constant training and education involving techniques for proper roving and identification and reporting.

Shell Point’s two goals: the first is to keep the Security officers whole in the best possible way; and, the second is to bring Securitas to Shell Point’s culture. There is no intention to have Shell Point’s culture go to the security end. The result will be a higher level of security, but Shell Point will not give up its mission in the process. Those are Shell Point’s goals and Shell Point has every confidence that they will be met.

One of the benefits seen with this effort is to continue to grow Shell Point people and Shell Point opportunities in the hope that this will add a new dimension to another one of the sources here at Shell Point.

Update Regarding Occupancy:    There are 96% of all units at Shell Point that are sold and drawing revenue. 98.1% of all units are occupied and/or sold. There are 25 unsold units, 20 of which are garden apartments. We are looking at ways to promote those in the next couple months. The statewide occupancy rate is 84.1%. Since Shell Point is the largest of this type facility in the State, we are very pleased. We do anticipate the percentage will drop because we know what we have in the pipeline. As attrition occurs, that percentage will drop a point or two along the way. Shell Point is very grateful for the status we have today.

Shell Point Residents’ Manual:    The Residents’ Manual has been re-worked and should be distributed to all residents about the end of October.

Expansion Activity at Shell Point:    There is some expansion and renovation work being done at Shell Point:

1. Island Beauty Salon:   The Island Beauty Salon is under construction for additional space and services and should be completed by December 1 2011.

2. Sales Office:   The Sales Office is going through a facelift. The back portion of the building has been vacated and the Marketing team has been relocated to a portion of the building where the Project Development Office is located at the Woodlands. This will allow for the Sales team to have more space for the various selections that go on. During the next couple months there will be a new face lift for the front of the building as well by January 1, 2012, to be ready in time for the new Sales season.

3. The Springs at Shell Point (formerly the Country Inn and Suites):   The Springs at Shell Point is well under way. Everything that needs to be torn out has been torn out. Materials that have been ordered have put the project on line for the building to be ready by January 1, 2012. It is then a matter of obtaining the appropriate licenses. A job fair was held on October 30th for positions at The Springs, the new ALF. There are a lot of individuals interested in employment and our staff is now getting some of those folks in line for employment by providing training so they will be ready to go soon after the first of the year when The Springs is anticipated to open.

4. Re-use of Furnishings:   Another aspect of the re-use of the Country Inn and Suites facility is the removal of furnishings and using them in the 39 units at the Shell Point Guest House in order to upgrade that facility. There is a remarkable upgrade going on in the units at the Guest House including bathrooms and carpets. All of the supplies and equipment are in the process of being moved over from the Country Inn & Suites building to the Guest House. It is anticipated that this will be completed by the end of this year. It will be a marvelous upgrade to what has been offered in the past. Keep alert for some television coverage and open house opportunities for the Guest House opening. Please promote the Guest House to family and friends.

The Guest House is open for guests now and there will be no change in that. Some units will be retrofitted and they will be temporarily out of commission.

The rates for the Guest House have been adjusted. In the past the rates were adjusted by season, from a certain date to a certain date. Now, the rates are more competitive with the marketplace.

STEVE MINNIEAR

Mr. Minniear distributed copies of the Morning Assurance Reports.

Census Report: Pavilion – 182 residents (38 of whom are Medicare patients); Arbor – 127 of 130 units occupied; King’s Crown – 120 residents (no openings).

Employee Job Fair: Mr. Minniear announced that during the Employee Job Fair last week there were two sessions and two television stations came out to cover the event; they thought it was newsworthy that Shell Point was hiring in this economy. Approximately 500 came to the Fair. Rita was able to get a few prospects lined up for second interviews. All skilled nursing and assisted living positions require specific background checks in accordance with regulations. There were some good candidates and the majority of departments at Shell Point were represented.

Flu Shots: The first of two sessions for flu shots was held on October 1st. It was reported that 357 shots were given on October 1st. THE SECOND SESSION FOR FLU SHOTS WILL BE HELD ON OCTOBER 22ND AT THE MEDICAL CENTER, from 7am to noon. Thereafter, please request flu shots from your doctor during a normal appointment. It was requested that clearer information be provided to Shell Point residents regarding the second session for flu shots. Mr. Minniear will be sure to get this information to all residents. Notices should be furnished to all Courts for posting on their bulletin boards.

Adult Day Care – Hope/Hospice: This service will take place in the former Chapel Classroom on the first floor of the Annex. The location has been updated with fresh paint and a new floor. Hope Hospice Community Services will be operating this program and Shell Point serves only as the landlord; it is not a joint venture. Hope will be responsible for all services offered, all program practices and policies and Hope will apply for all required licenses. Hope is currently in the process of finishing the application for licensure which may take another 30-60 days, as AHCA must come out and do an on-site inspection. Pricing will be in the neighborhood of $10-12/hour, will initially be open a couple days per week and should accommodate 10-12 people. Closer to the opening of this service, residents of Shell Point will be advised and there will be announcements on television and some interviews.

Motorized Scooters: Mr. Minniear responded to a question from the September meeting, regarding motorized scooters (not the electric wheelchairs). For the Assisted Living facilities there are very specific policies. Because of the space limitation, motorized scooters cannot go into the King’s Crown dining room; however, there is enough room in the Arbor dining room. In both facilities because of fire codes and regulations, they cannot be stored or left out in the hallways at night and must be charged in the resident’s room. In the Pavilion there are very few motorized scooters. Because of the fire codes and because of the room size, those are not stored in the room or in the hallway. There are alcoves in some of the hallways where they are charged and stored. In any of these facilities, the hallways may not be blocked from ingress and egress. The fire codes are very specific about this in health care facilities.

In independent living there are no specific policies because of the common courtesies generally shown by the Shell Point residents. Motorized scooters should not be parked or charged in hallways or common areas where they could block emergency access or egress. They must be kept and charged in the resident’s apartment when not in use. There is no policy regarding their use in certain areas based only on need and not for convenience. Shell Point prefers not to become scooter police. Shell Point prefers to continue to depend on the courtesy of the residents in this regard.

Medicare Advantage Program Issue: Shell Point is an out-of-network provider for these plans in the skilled nursing Pavilion, but is in-network for doctors in the Medical Center. A conference call was conducted with United Healthcare representatives and Dr. Dys, Steve Minniear, Council Chair Dr. Lanpher, and Council Vice Chair Jerry Ingalls. United is adamant in their refusal to carry any responsibility for telling a prospective Shell Point client that the Pavilion will not be covered in-network under their policy. In the foreseeable future, the Pavilion will remain out-of-network for all Advantage plans. United openly stated that it is UP TO THE RESIDENTS to educate themselves as to in-and out-of network providers, hospitals, and nursing facilities.

All Shell Point residents are invited to an open meeting on Friday, October 7, 2011 at 10:15 at the Village Church regarding Advantage plans and how they may be used at Shell Point. There will be additional comments at the Friday meeting relative to alternative steps residents might take. Open enrollment this year is October 15 – December 7. IT IS STRONGLY RECOMMENDED THAT ALL RESIDENTS ATTEND THIS MEETING IF CURRENTLY ENROLLED OR GIVING ANY CONSIDERATON TO CHANGING OVER TO A MEDICARE ADVANTAGE PROGRAM. This session will also be on Shell Point TV and taped for later presentation.

Medicare D Pharmacy Plans: Joy Darnell of the Shell Point Pharmacy will be conducting a presentation at the Grand Cypress Room on Wednesday, October 12th at 10:30am concerning the Medicare D Pharmacy Plans.

• REPORTS OF THE REPRESENTATIVES OF COURTS, KING'S CROWN, ARBOR, AND PAVILION

Janet Medina, Rosemont, stated that because of her current involvement with the 10-12 year apartment refurbishment she sought clarification of the matter and, realizing that many Shell Point residents are unaware of this process, requested Brenda Powell, Shell Point Construction Manager, to provide Apartment Refurbishment Guidelines, a copy of which is attached to these Minutes. Reference to this subject is set forth in the soon to be distributed Residents’ Manual. Mrs. Medina stated that she is also writing a step-by-step procedure relative to her experience regarding this process and upon completion of her apartment refurbishment will happily share the report from the construction people as well as her report with other interested residents and Council members.

• OLD BUSINESS

The Chair addressed the matter of the Election Procedure currently in progress. Court Representatives were invited to carefully review the Election Policies and Procedures including, at this time, removal of the posted Election Notice and Nominating Committee Form and deliver same to the Chair of the Nominating Committee. The Nominating Committee will convene, complete, and post two weeks before the election on November 9, 2011, the Candidates Form, placing an asterisk (*) in front of the Committee’s choices for the Court Rep and two Alternate Court Reps.

Approximately one week after the election there will be an orientation meeting for Court Representatives for the year. This procedure should go smoothly this year with the new statements and diagrams.

All election returns, boxes, and unused materials and ballots should be delivered to Joyce Heckber at the Administration Building on the Island or brought to the following Residents’ Council Meeting.

• SUGGESTIONS FOR THE GOOD OF SHELL POINT

Sylvia Chamberlin, Royal Bonnet, advised that there have been several incidents of water damage here at shell Point from clogged air conditioners, water heaters, and neighbors’ apartments. Mrs. Chamberlin is making residents aware of “the Watchdog Water Alarm”. This device is placed on the floor near the water heater or other water generating equipment and is sensitive enough to send out an audible alarm when in contact with a minimal amount of water. This item may currently be purchased at either Ace Hardware at the sale price of $8.88 plus a 9-volt battery, or at Lowe’s at $13.08 plus battery.

Margaret Singer, Tellidora, inquired regarding roadway access to Eagles Preserve. THE POLICY HAS ALWAYS BEEN THAT THE STICKERS ALLOWING PEOPLE INTO EAGLES PRESERVE ARE RESERVED SOLELY FOR EAGLES PRESERVE RESIDENTS. The main reason for this is that the development approval by Lee County states that the roadway should not be used as a way to get to Iona or Davis Roads from the Shell Point campus. If a resident within the remainder of the community routinely visits someone in Eagles Preserve or attends meetings, classes or uses the pool, they need to get in touch with Security who will get their bar code sticker changed in the computer system, which will allow that resident access to Eagles Preserve. There is no fee for this change. Shell Point cannot have the roadway used as a thoroughfare. If a pattern of using the road as a thoroughfare is seen, then Shell Point has a liability with Lee County.

The matter of requests from outside organizations requesting assistance in soliciting funds for numerous causes not sanctioned by Shell Point was addressed. RESIDENTS ARE REMINDED THAT THE PRACTICE OF PUTTING NOTICES ON COURT BULLETIN BOARDS AND INTO INTERNAL MAILBOXES IS STRICTLY PROHIBITED. THIS PRACTICE IS NOT PERMITTED AT SHELL POINT AND UNDER NO CIRCUMSTANCES WILL THIS BE ALLOWED.
