• ANNOUNCEMENTS & CHAIR REMARKS

A Residents’ Council Meeting Schedule for 2012 was distributed to all Court Representatives.

Chairman Lanpher reminded all Court Representatives that they are responsible for the items posted on bulletin boards located in each of their Courts. Decisions as to what information is allowed to be posted rest upon each individual Court. It is not necessary to call the Chairman regarding postings. Remember that outside postings, solicitations or sales are not permitted at Shell Point.

On motion duly made, seconded, and unanimously passed, the Minutes of the Regular Meeting of Shell Point Residents’ Council of June 1, 2011, were approved as submitted.

The Proposed Agenda for the Residents’ Council Meeting for September 7, 2011, was distributed to each Court Representative, and was adopted on motion duly made, seconded, and unanimously passed.

• STAFF REMARKS

PETER DYS

Occupancy: As of August 31, 2011, occupancy of all Shell Point Units sold or occupied was 98.5%. This includes residents who are planning to close shortly. Total available units sold and generating revenue are 96% which is above projections. This is the important element. There is expected decline in occupancy projected in the next several months due to a recent slowdown in sales. The year started so strong it is hoped this will carry us over into the “season” when a lot of prospects are waiting to make their decisions after coming back to the Fort Myers area. There will be some rather heavy advertising in the latter months of this year, trying to get those people back in and maintain that occupancy which is budgeted over 95% this year. We are on our way. By God’s Grace we are where we are and every day we work hard to keep it that way.

Country Inn & Suites: Closing of this facility as a hotel will be early next week. There will be a 3-4 month renovation period in order to convert this facility to an Assisted Living facility. There will also be renovations and modernizations of some of the Guest House units that will include moving some of the furniture from the hotel. There are a number of sequential issues in process. Marketing plans will begin and there will be more emphasis on that at the latter part of this year. Good responses have been coming in to our intent. Additional information will be given at the Quarterly Meeting on Friday, September 9, 2011.

A Bond issue through the Industrial Development Authority will be instituted. The proceeds from this Bond issue will replace current financing, absorbing the cost that we are incurring for the acquisition of the Country Inn & Suites to a not-for-profit corporation from a profit corporation. Council will be informed of what the financing and re-financing activity will be which will most likely occur in October 2011.

At this point Chairman Lanpher asked whether there were any questions of Mr. Dys regarding the Country Inn & Suites activity. There were none.

Adult Day Care Option: Shell Point has entered into a contract with Hope Hospice and Community Services of Lee County to provide Adult Day Care services for approximately 10-15 people. This will be located in the former rehab area of the Pavilion Annex. It will also be a satellite site for Hope’s PACE program enrollees (a health maintenance organization for persons who financially and/or medically qualify), and will be open 2 days a week to start and more days as needed. Rates will be set at $10-$12.00 an hour and it will be open to Shell Point residents as well as the PACE enrollees.

Work on this project has been in process for approximately 3-4 months. Preparation for this option involves complying with license requirements, various applications, and survey work. It is moving along well and it is anticipated that this facility will be operational in 60-90 days. More information will be forthcoming through Shell Point’s internal information systems for use of that location. Shell Point is providing the space; Hope Hospice is providing the services.

STEVE MINNEAR

Mr. Minniear distributed copies of the Morning Assurance Reports. Census Report: Pavilion – 170 residents (34 of whom are Medicare A patients); Arbor – 128 of 130 units occupied (plus one unit is spoken for); King’s Crown – 120 residents (no openings). Medicare patients stayed strong all summer. The Rehab Center has been a great draw and is being well used by our Shell Point residents.

Responding to an inquiry concerning the Medicare A patients in the Pavilion, Mr. Minniear explained that the majority of residents have Medicare eligibility and coverage, but when coming to the Pavilion after a 3-day admitted stay in a hospital, you may also have the opportunity to be covered under a Medicare Part A stay which picks up all costs for the first 20 days. There is then co-pay from the 21st day on. The criteria for this coverage are whether or not the patient can improve and what type of skilled nursing services is required to be provided to the patient. Approximately 95% of Shell Point Pavilion Medicare A patients are rehab focused. The other residents in the Pavilion include those on life care contracts, a few Medicaid, and a small number of private pay admissions.

Mr. Minniear announced that as of July 5, 2011, Vivian Beauchamp had been hired as the Director of Nursing. She brings a great background and will be a strong partner for Sherry Brown and we are pleased she is here and part of the Shell Point family. The former Director of Nursing, Margie Pregent, recently communicated with Shell Point. She is in the Cleveland area and doing well; she misses the Shell Point folks! She may be back on Campus to visit soon.

Medicare Advantage Programs: It was announced last fall that Shell Point had signed a contract with United Healthcare Medicare Advantage Program for the physicians in the Medical Center. From that discussion and the way the programs are marketed, we have learned that a number of Shell Point residents signed up for the United Healthcare program.

Since learning of this situation, probably six months have been spent in discussions with United Healthcare looking at their programs. Approximately three weeks ago, Shell Point received a Contract proposal from United Healthcare. Their offered reimbursement, as an in-network provider, of $328 per day for a Medicare patient is simply not one Shell Point can financially accept. Shell Point’s current average Medicare reimbursement is over $500 per day. Therefore, Shell Point is not intending to become a Medicare Advantage provider for the skilled nursing facility. Shell Point is continuing to try to meet with United Healthcare representatives and have discussions with them related to their sales and marketing efforts and inquire why they would be marketing heavily and talking with people on a campus where a person is a life care resident and the skilled nursing facility on that campus is not one of the United providers.

Shell Point looked into how to disenroll residents from the United Healthcare program and finally learned a method to do that. The disenrollment procedure was successful for one of the Shell Point residents and the notification received from United was that disenrollment would start at the beginning of the next month. Mr. Minniear advised that he would share the procedure for disenrollment with any resident interested in doing so. Disenrollment in September would not become effective until October 1st and the new enrollment period actually starts October 15th. There was some discussion regarding being placed back in the Medicare program after disenrollment. Look at your program and talk to your insurance provider. Ask when you will be put back into the Medicare program if you do disenroll.

Shell Point does not anticipate signing contracts for any Medicare Advantage programs for the skilled nursing facility. That is not a financial structure that Shell Point can live with and it would not be financially prudent for Shell Point to do so.

A discussion ensued regarding the normal reimbursement under Medicare Advantage programs for physicians, medications, laboratories, etc. This may stay as it is, but Mr. Minniear hesitated to recommend enrollment in that program because the program does not provide Medicare coverage for the skilled nursing facility. It would be a provider for the doctors, but not for the skilled nursing facility. A resident with this United coverage who goes to the Pavilion for a Medicare A stay will have to pay the out-of-network daily co-pay of $175 per day. They do have the choice of going to an in-network provider somewhere else.

Mr. Minniear apologized for the confusion he may have caused by advising that Shell Point would be a provider for the doctors and not specifying that it would not include the skilled nursing facility. Shell Point will make a full effort to advise its residents who are in any of the Medicare Advantage programs that the skilled nursing facility is not included in those programs. Mr. Minniear advised that in the new RESIDENTS MANUAL which will be distributed within the next 30-60 days, there is a very specific and detailed explanation of this matter. There is a recommendation that before a resident does anything with insurance plans, please call the Shell Point Medical Billing Department at 454-2201.

On October 1, 2011 Medicare A reimbursement will be reduced by 11%. There is also discussion that as of January 1, 2012, physician reimbursement might be reduced by 30%. We continue to see many changes coming in the next few years.

SCOTT MOORE

Mr. Moore addressed the matter of common parking throughout all of Shell Point, including event parking, parking for healthcare staff and visitors, and parking for dining. We do not think in terms of neighborhood to neighborhood or building to building when looking at the best use of space for parking, we have to look at Shell Point in its entirety.

During the recent addition of the parking lot to the southeast corner of the Church, it was a good opportunity to step back and look at the parking situation and how it will be affected. In the peak of season, residents on the Island come to certain events and look for places to park. It was necessary to do something to ease the pressure of parking on the Island. Staff showing up after 9:00 a.m. found that each of the staff parking lots were already full and then they would park in visitors spots, etc. There was a global parking issue on the Island at least in that respect. A number of parking assignments were changed in order to maximize parking. The new parking lot is available to staff near the Pavilion where they are working. The Grounds Department and the Marketing Department parking areas were relocated off Island. The pool parking for company vehicles was relocated from behind the Village Church to off Island parking areas. All new staff within the first 90 days have to park off Island. In doing all of this, there is now ample staff parking on the Island, but more importantly there is now ample event parking on the Island. The new lot added on the west end of the Guest House remains empty most of the time, but will be probably be utilized more during peak season.

Another aspect of the parking situation is to maintain the image of Shell Point and be most efficient with the space we have. At the Administration Circle golf cart parking spots have been officially removed because they were encroaching into the car parking spots. There is a golf cart parking area between the bank and the administration building that was empty when golf carts were using the car parking spots.

Similar situations were occurring at the Woodlands. Golf carts of both residents and staff were starting to gather in front of the Commons area. Acid and rust drippings were occurring on the pavers. We are looking at pavement replacement and prior to doing so want to eliminate the dripping items. A visitors cart parking area has been created in the P-1 Rosemont garage for golf carts immediately adjacent to the elevators, giving access to any of the Commons areas. Some tucked-away areas have been created for employees.

We are globally looking at ways to gain the most efficiency that we can from each of the parking areas. The Woodlands is unique in that given the acreage and amount of density that is one neighborhood where there is ample parking. Within the Towers ample parking was designed for one golf cart spot each for every resident, which equates to 344 golf cart spots. Only 10% of this space is being used. Capitalizing on the use of the space of approximately 300 empty golf cart spaces was beneficial and a portion of Lakewood space was converted into storage space. This eliminated paying for off-site storage costs. More importantly was the savings in the cost of staff traveling back and forth during the day to get to the various off-site storage areas as well as the lost efficiency there. Looking at additional parking within the garages: if a Smart Car can sit in an empty golf cart spot during an event that frees up a space for a full size car parking spot in the parking lot. Where possible we are removing unused golf cart parking bumpers that only serve as trip hazards. The individual parking space numbers that are tied to unit numbers will be removed and replaced numbers 1, 2, 3, 4 etc in order to make assignment more efficient. Efforts are being made to put bollards in the areas where no parking is allowed.

Mr. Moore is not aware of any policy concerning parking scooters inside buildings such as the Resident Activity Center. Steve Minniear will research this and get back to Council.

MARY FRANKLIN

It is that time of year when the Resident Life Department and all the other activity departments are working on Shell Point’s signature program that happens in November each year. This year it is Art Fest 2011. The first “sneak peak” was mentioned in the September issue of the Shell Point Life which set forth the activities and programs that will be happening. Many residents have already signed up for many of these events. The Academy has a great line-up of art programs and we have had great response to the art history classes. In November there will be an overnight trip to St. Petersburg to visit art museums which has a large waiting list. The response to these programs has been very well received. The Art Fest will be spread over a three-week period, November 1st thru November 18th instead of trying to crowd everything into one week. There will be a lot more information on all of the activities that will take place in the October issue of the Shell Point Life

Ms. Franklin distributed information regarding the Art Fest 2011, Neighborhood Art Walk to Council members so that all Courts will get involved. This year the Neighborhood Art Walk will wrap up the Art Fest 2011 event on November 17 and November 18. Each Court is encouraged to make an art display relative to those who live in each Court and it is up to the Court to decide if this includes art and/or crafts. There are many artists here at Shell Point who never have been heard of or who never had the chance to share some of their creativity. The Island Art Walk will begin on November 17 from 10 a.m. to 2 p.m. Woodland and Eagles Preserve will wrap up the event on Friday, November 18 from 10 a.m. to 2 p.m. For every 50 units in each building supplies will be furnished. Any additional requests must be made by requesting same on or before November 14th. Each Court will receive in-depth information.

King’s Crown, the Arbor, and the Pavilion will have the support of the respective Activities staff. The Resident Activity Center on the Island has been placed on hold for Palm Acres to display their art. There will be no sales during this event. Transportation will be available for all residents. Look for greater details in the Shell point Life and on Shell Point TV.

• OLD BUSINESS

Employee Christmas Gift Fund Dick Rockstroh, Chair, reported that the encouragement of monthly gifts to the Fund through monthly Shell Point statements continues to result in meaningful growth. However, approximately 70% of the needed funds to equal prior years’ receipts depend upon individual gifts given in October and November. Articles from Committee members will be included in the Shell Point Life in October and November. In late October a mailing will be sent to all residents outlining the program and providing an envelope to conveniently allow residents to express their appreciation with a gift. Look forward to seeing segments on SPTV in October and November regarding the impact of the gifts to Shell Point employees. Kings’ Crown and the Arbor newsletters will contain articles regarding the Employee Christmas Gift Fund.

The last day for gifts for this year is Friday, December 2nd. The gifts will be presented to the employees by teams of residents on Friday, December 7th. Joan Perry will again organize the teams of residents for the distribution of these gifts.

With the support of the Court Representatives, residents, especially newer residents, understand this program and the encouragement of participation are very important. The Court Representatives provide important leadership. The Committee consisting of Dick Rockstroh, Nita DeWeese, Bill Staples, and Jean Webber thank you for your support.
